Abstrakt: In today's dynamically developing global security environment, it is necessary to increasingly strengthen the state‘s soft power tools, build its reputation, be attractive to its surroundings, partners, and at the same time influence others so that even a small state can enforce its policy and achieve its goals. Building the soft power of the state is a very complex process, which is not always based only on positive variables and of which the human factor is an essential part. The aim of this article is to process a theoretical study on the issue of analyzing the roles of the human factor not only as an instrument of the state‘s soft power, but above all as its source.
